The Newfoundland and Labrador Provincial Nominee Program (NLPNP) is the Provincial Nominee Program (PNP) of the province of Newfoundland and Labrador. 

The Newfoundland and Labrador Provincial Nominee Program (NLPNP) allows the province to nominate eligible foreign individuals for Canadian permanent residency based on their skills and ability to contribute to the local economy.

 

The Newfoundland and Labrador Provincial Nominee Program (NLPNP) Streams

The NLPNP consists of several streams that target specific groups of applicants with different qualifications and experiences. These streams include:

• Express Entry Skilled Worker
• Skilled Worker
• International Graduate
• International Entrepreneur
• International Graduate Entrepreneur
• Priority Skills NL

 

Express Entry Skilled Worker

The Express Entry Skilled Worker stream offers a path to obtain permanent residency for individuals who wish to settle permanently in Newfoundland and Labrador. To be eligible, applicants must be accepted into IRCC’s Express Entry pool, have a job offer in Newfoundland and Labrador, and have the intention to live permanently in the province.

 

Newfoundland and Labrador Provincial Nominee Program: Skilled Worker

The Skilled Worker stream is designed for foreign workers and prospective immigrants who have skills that are valuable to the local labour market. To qualify, applicants must either have a guaranteed job offer from an employer in Newfoundland and Labrador or be currently employed in the province with a valid work permit. Moreover, employers are required to demonstrate a genuine need for the applicant’s specific skill set.

 

International Graduate

The International Graduate stream is intended for individuals who have recently graduated and hold a Post-Graduate Work Permit (PGWP), along with a job or job offer from an employer in Newfoundland and Labrador.

 

International Entrepreneur 

The International Entrepreneur stream is designed for business owners or senior business managers who have the intention to settle permanently in Newfoundland and Labrador. 

To qualify, they must establish a new business or acquire an existing one and actively engage in its daily management. After operating the business continuously for at least one year, the international entrepreneur may become eligible for nomination for permanent resident status.

 

International Graduate Entrepreneur

The International Graduate Entrepreneur category is designed for individuals who have completed their studies at Memorial University or College of the North Atlantic. They should have established or acquired a local business, and actively manage its operations for at least 1 year continuously. To be eligible for nomination for permanent resident status, the graduate entrepreneur must meet specific criteria set forth by the Office of Immigration and Multiculturalism.

 

Newfoundland and Labrador Provincial Nominee Program: Priority Skills NL

The Priority Skills NL stream is designed for individuals who have work experience in occupations that are in demand in Newfoundland and Labrador. They should also have a high level of education and language proficiency, and express their interest in either remaining or immigrating to the province as a Canadian permanent resident.

Currently, Expressions of Interest (EOI) are being accepted from:

• Individuals who have worked in a specialized, highly skilled, and in-demand occupation for at least one full year within the past 10 years. 
• Individuals who have completed PhD or Master’s degrees from Memorial University in the past 3 years in the following fields: Technology, Health Care, Aquaculture, and Agriculture.

To participate in Priority Skills NL, applicants need to complete a questionnaire, which will be scored. Those who score above the minimum of 60 points will be accepted, and their information will be accessible to staff and local employers who have accounts with the Office of Immigration and Multiculturalism.

Candidates with the highest scores on their EOIs, as well as those who generate the most interest from local employers, may receive invitations through Priority Skills NL to apply to the Provincial Nominee Program without a job offer.
